Outsourcing of SQL based Report Creation

Outsource the development of SQL based reports (displayed in Excel, PDF etc.)
This work is part of a Professional Services Organisation based in the US and EMEA.
The headcount needed for this work will be 3 - 4 people.
Project Management will be delivered by us.
Skills: Very Strong SQL, Excel (Macro etc).
Know-How of Database (e.g. MySQL etc.) - not DBA!
English on a professional level
