need a Tool-bar builder

Here are the Feathers:
1) The toolbar should support IE & FF
2) As an Alfa version I would like my Toolbar to have the ability create buttons that will lead to a different site. I would like to have the ability to create buttons that will open a RSS feed dialog (I'll provide the RSS link) and I would like to have the ability to create a button that will open a Widget dialog (I'll provide the widget) - Please take a look at www.conduit.com as a platform that provides all of that.

5) Localization is something we'll consider in the future - In the first version we only need English base LTR support.
