Social/Communication Web/Mobile Application

We are looking for an expert (freelancer/company) who specializes in web development + responsive + mobile (hosted in PhoneGap or the like) that can work with us in a flexible (premium / options)

The application is a simple social content creation and communication for a specialized market. The idea is to create simple management infrastructure where a user can define some fixed configuration, register users and then in day to day operation the user publish pictures, statuses etc. and also a real-time communication system with the register users.
