Looking for an experienced freelancer for News ticker

We are looking to add a news ticker to our website, according to the following:
- ASP compatible, current site is build and hosted on ASP environment.
- Stand alone code, not depend on out-of-site resources.
- Compatible with IE, FF, Chrome, main versions.
- We will need two setups, one for our English LTR sites, one for our Hebrew RTL site.
- Preferred solution would not required a database setup. Static pages can be generated (and removed) from Admin end, according to items added.

- 1st line presenting date of item addition
- 2nd presenting first X characters of news item. The text will be linked to the news specific item.
- Clicking on any of the new items on ticker, will bring a pop-up page, presenting the news item.

Admin:
- Date field, auto-generated
- Text field: entering the text of the news item. we need to be able to include links in news item.
- Text shown, first X character of news item
- Add / modify / freeze /delete options for news item.
- Set the number of news displayed concurrently on ticker
- Set the X number of first characters shown on tickers for each news item.
