Freelancers needed for web application

We have started developing a web app that interacts with our mobile iOS client and our Java backend as well as with Pubnub.
We have a the baseline working but without UI and some of the functionality.
We are looking for someone that can complete the work.
We believe that it would require 80 - 100 hours of an experienced person to complete it.
We are startup with very limited funds and would like to find a single person not a company to provide this service.
The work includes:
1. Getting familiar with the current implementation
2. Getting graphical assets from the designer and definitions from product and applying the UI to the current app.
3. Adding some missing functionality
4. Fixing bugs
